What cell phone model allows blacklisting numbers?

I've heard people say set my phone to "accept ALL calls." How do you set your phone to do that? Can I "whitelist" phone numbers of people I want to hear from and "blacklist" numbers of people I would like to ignore?

1. This has nothing to do with being lesbian, gay, bisexual, or transgendered. And I'm sure there are some Phone Models with that option, but most you have to call your phone service and ask them to block a number.
2. I have an Iphone and I can do that. Admitidly its jailbroken and is an app I downloaded from the installer. Its actually called iBlacklist but you can blacklist certain numbers from calling and texting and pick what happens when they call/text such as network busy etc. It will let you know when they called and you can set it for certain times. It also has a whitelist which you only get the callsand texts from these numbers.
